The reach file coverage arcs are stored with the from-to direction equal to opposite the direction of flow (from downstream to upstream). Therefore, ARC NETWORK can be easily used to model flow and to assign reaches to a downstream or upstream point. The .AAT file for the coverage contains two items that are useful for performing upstream and downstream allocations. These items, "UP" and "DOWN", can be used in the ALLOCATE and ROUTE "READNETWORK" command to set the impedance of reaches in a particular direction to a -1.
